Ephesians 4:26
 כו רִגְזוּ וְאַל–תֶּחֱטָאוּ; (תהילים ד׳ ה׳) אַל תִּשְׁקַע הַשֶּׁמֶשׁ עַל כַּעַסְכֶם,

Ephesians 4:26 
26 Be angry, and yet do not sin; do not let the sun go down on your anger (NASB)

Psalm 4:3–5
3 But know that the Lord has set apart the godly man for Himself; The Lord hears when I call to Him. 4 Tremble, and do not sin; Meditate in your heart upon your bed, and be still. [Selah]. 5 Offer the sacrifices of Righteousness, And trust in the Lord. (NASB)

Note the context of Psalm 4:4 in relation to Ephesians 4:26, what it means to not sin is to be a godly man, and be Righteous in our deeds. These concepts are deeply rooted in the Torah. The Torah has not passed away.
