Hebrews 3:15
 טו בְּעוֹד שֶׁנֶּאֱמָר ״הַיּוֹם אִם–בְּקֹלוֹ תִשְׁמָעוּ, אַל–תַּקְשׁוּ לְבַבְכֶם כִּמְרִיבָה״; (תהילים צה׳ ז׳–ח׳)

Hebrews 3:15 
3:15 While it is said, To day if ye will hear his voice, harden not your hearts, as in the provocation. (KJV)

Psalm 95:7–8
95:7 For he is our God; And we are the people of his pasture, and the sheep of his hand. To day if ye will hear his voice, 95:8 Harden not your heart, as in the provocation, And as in the day of temptation in the wilderness: (KJV)

Notice here in Hebrews 3:15 the author of Hebrews quoted Psalms 95:7-8. When we read this psalm, we instantly see the psalm is speaking of the events that occurred in the Torah in the wilderness. The Hebrew NT speaks of the provocation at Meribah (כִּמְרִיבָה) and this provides us with a direct Torah reference to Shemot / Exodus 17:7 and Devarim / Deuteronomy 20:1-13. So the Author of Hebrews was thinking about the Torah when he wrote this text! The Torah has not passed away!
