Hebrews 4:3
ג אֲנַחְנוּ הַמַּאֲמִינִים נִכְנָסִים לַמְּנוּחָה, כְּשֵׁם שֶׁאָמַר, ״אֲשֶׁר–נִשְׁבַּעְתִּי בְאַפִּי אִם–יְבֹאוּן אֶל–מְנוּחָתִי״, (תהילים צה׳ יא׳) אַף כִּי מֵהִוָּסֵד תֵּבֵל הֻשְׁלְמוּ הַמַּעֲשִׂים

Hebrews 4:3
4:3 For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world. (KJV)

Psalm 95:11
95:11 Unto whom I sware in my wrath That they should not enter into my rest. (KJV)

Here in Hebrews 4:3 the author of the book of Hebrews quotes from Psalms 95:11 which refers to the rebellion of the Israelites in the wilderness and failure to enter the Promised Land according to Bamidbar / Numbers 14:20-35. Here the Lord God declares that none of the generation that left Egypt, except Caleb and Joshua, will enter the land. The rest is that rest that God gives His people. Both of these are from a Torah context, the Torah has not passed away!
