2:9 Likewise, I want women to adorn themselves with proper clothing, modestly and discreetly, not with braided hair and gold or pearls or costly garments, 2:10 but rather by means of good works, as is proper for women making a claim to godliness. (NASB)

Both Peter and Paul speak about inner character (1 Peter 3:3-4; 1 Timothy 2:9-10). The Torah lays the groundwork supporting this command demonstrating how God values inner character over external display, especially in the context of holiness, humility, and covenantal identity. God Looks at the Heart (Genesis 6:5; 8:21) We note how God evaluates the inner thoughts and inclinations of humanity in Genesis 6:5 “Every inclination of the thoughts of the human heart was only evil all the time.” Also, in Genesis 8:21 the Lord God responds to Noah’s offering by acknowledging the inner disposition of humanity. Modesty and Humility in Dress (Exodus 20:26; 28:42) we note how Priests were instructed not to ascend steps to the altar to avoid exposing themselves which is a modesty principle. Note also the Priestly garments included linen undergarments “to cover their nakedness,” reinforcing dignity over display. Note in Exodus 33:4-6 the people removed their ornaments as a sign of repentance. In Deuteronomy 10:12-13 the Torah repeatedly emphasizes that what God desires is obedience, love, and humility. Note this is how Peter and Paul in the NT text taught Torah, the Torah has not passed away!
