While the phrase itself is more prominent in later biblical writings, the Torah establishes the architecture of nearness through covenant, priesthood, sacrifice, and sanctuary access. – Torah Parallels – Exodus 19:17 Israel Draws Near at Sinai, “Then Moses brought the people out of the camp to meet God, and they stood at the foot of the mountain.” This is the first national moment of “drawing near.” Though boundaries were set, the people were invited to approach God’s presence, a prototype for Hebrews’ invitation. The Torah’s concept of “drawing near” is deeply sacrificial and covenantal. It required blood, holiness, and mediation.
